Contractor Classification
Contractor Classification is a system laid out by the UAE Municipality for Engineering and Construction companies in UAE register their business to ensure that they have the required experiences and resources.
It is mandatory for Construction and Engineering Consulting companies to be classified if they intend to bid for Governmental / semi-governmental projects.
There are two different forms of Classification – one exclusively for Contractors and the other for Engineering Consulting companies, with each having various Categories available for classification.
Basis the following Category wise set of requirements, each Contracting company and Consulting company can evaluate and decide as to which Category is appropriate for each of their license activities to be classified in:
1.Classification for Contractors:
a. Special Category:
This is the highest level of Category for Contracting Companies and has highest number of requirements to be met.
Note:- While local companies can choose among the Categories for classification, All Foreign Branch companies in UAE are required to be classified in Special Category only.
Requirements:
- Minimum AED 20 million Equity for last Fiscal year
- 3 Company Engineers, each having 10 years overall experience, required per Classifying Activity.
- Executed projects from the Company worth AED 240 million in the last 10 years per Classifying Activity.
- ISO 9001 & 14001 certifications
b. First Category:
Requirements:
- Minimum AED 10 million Equity for last Fiscal year
- 2 Company Engineers, each having 10 years overall experience, required per Classifying Activity.
- Executed projects from the Company worth AED 120 million in the last 10 years per Classifying Activity.
- ISO 9001 & 14001 certifications
c. Second Category:
Requirements:
- Minimum AED 5 million Equity for last Fiscal year
- 2 Company Engineers, each having 7 years overall experience, required per Classifying Activity.
- Executed projects from the Company worth AED 60 million in the last 10 years per Classifying Activity.
- ISO 9001 & 14001 certifications
d. Third Category:
Requirements:
- 2 Company Engineers, each having 5 years overall experience, required per Classifying Activity.
- Executed projects from the Company worth AED 30 million in the last 10 years per Classifying Activity.
e. Fourth Category:
Requirements:
- 1 Company Engineer, each having 5 years overall experience, required per Classifying Activity.
- Executed projects from the Company worth AED 15 million in the last 10 years per Classifying Activity.
f. Fifth Category:
Suitable for New Contracting companies that do not have any Past projects experience.
Requirements:
- 1 Company Engineer, each having 4 years overall experience, required per Classifying Activity.
g. Sixth Category:
Suitable for New Contracting companies that do not have any Past projects experience.
Requirements:
- 1 Company Engineer, each having 3 years overall experience, required per Classifying Activity.

Suitable for New Consulting companies that don’t have any Past projects experience.
Requirements:
- 1 Company Engineers, each having 4 years overall experience, required per Classifying Activity.
